To my mind, that meant when Rose applied for reinstatement, baseball was obligated to respond, yes or no. Selig acknowledged that he was considering Rose's application, leading to speculation that Rose's return might be imminent. Ultimately, however, Selig took no action. What Rose did was wrong. Some of what baseball has done to him is also wrong.
