I'll bash Mike Brown like anyone else, and I hate football and the Bengals...
…but that Enquirer article didn’t support your conclusion. There was no mention of turning off water fountains (which is probably illegal) and Brown didn’t make the decision to sell the tap water, the concessionaire did as a matter of their corporate policy, misguided as it might have been.
Looks like the Reds did learn a lesson from that, though. Good on them for treating fans right.

The PR the Reds generated was worth the hassle but the fact that they were so well-organized suggests they had this plan in place a long time ago.
The baby under the basket is a very powerful talisman, only to be used in times of great distress.
