Pick yer roster
Rosters have to be set for the Rule 5 draft by November 20. The Reds can make changes to the roster after that, but it doesn't count for the Rule 5 draft (which is going to be on Dec. 9 - I think).
So, who would you protect?
Some information to help you decide:
The current Reds roster stands at 32 players
(Corky Miller was booted off the roster and signed to a minor league deal)
Minor leaguers eligible for the Rule 5 draft (modified from a list at Redszone):

my picks
Negron, Klinker, Cozart, and Frazier are locks. i would also consider Dorn and Krebs, but i figure we’ll need those spots for Rhodes, Hernandez, and whoever else they want to get.

That sounds about right
Klinker could probably be stowed in a bullpen somewhere and Negron is probably vulnerable given his defense. I’d want to protect Daryl Thompson too, but maybe his injury history gives him enough protection.

i can see a team taking Thompson and trying to keep him in the bullpen
but i think the chances of him being returned to us would be pretty good. im ok with that.

yeah, DT could stick around in the bullpen and on the DL pretty easy
I’d like to keep him around

Seems like
everyone thinks Frazier and Cozart will be added to the roster. There’s not much agreement beyond that. Klinker seems to have a lot of fans. After that, it’s wide open. Some think Dorn has shown enough this year that the Reds will want to protect him. Others think that if they left him unprotected last year, they’ll do it again this year.
The AFL selections interesting. AFL slots are precious, and teams don’t waste them. The AFL players who are Rule 5 eligible and not yet on the roster are Horst, Negron, Thompson…and Avery. Someone must like Avery.

Maybe, although it's pretty common for teams to send their best hitting prospects but not their best pitchers to the AFL

Frazier and Cozart
along with Negron and Klinker. Horst is a lefty converted to the bullpen who pitched at 3 levels (topping at AAA) while striking out a batter an inning. He could help the Reds next season. I think he SHOULD be added. That would make 37….leave a couple spots open for possible Ramon and Arthur Rhodes signings…..one more slot.
After that, its a crapshoot. James Avery? His numbers are pretty uninspiring. I might take a flier on Travis Webb. Lefty pitcher with OK strikeout totals but shaky command. He probably needs to be converted to the pen as well. I could see a team snagging him in the Rule 5.

I don't believe Negron is eligible
He hasn’t been in the organization for 4 years. The Reds just acquired him in 2009.
Are we sure that 2007 draftees (Frazier, Cozart, Hotchkiss, etc.) are eligible? They also have not been in the organization for 4 years.
And yes, I know we go through this every year, but I forget.

okay, so I've seen confirmation that 2007 draftees are eligible
but I still don’t believe Negron is eligible. His only out is as a minor league free agent after next season.

it's kind of confusing
but it’s really “season” rather than year. 2007 draftees are eligible because they’ve been four season in the pros:
2007
2008
2009
2010
And you don’t have to be in the same organization for those years. Josh Phelps signed a minor league contract with the Orioles in Nov. 2006, and was taken by the Yankees via Rule 5 the next month.

as I understand it
he doesn’t have to be in the same organization. If he’s traded, the clock doesn’t reset.
I believe the actual phrasing is “player’s first Major or Minor League contract.”

To me this issue is less about who the Reds might use in 2011, but who is most likely to be lost if left unprotected
So obviously Negron, Cozart, Frazier. I would think Dorn would get taken, but he wasn’t last year, and even if he is, the Reds may not care.
I could see Horst, Hotchkiss, Klinker, and Thompson getting taken, although none of them would be locks for it. The other thing to remember is that teams have to have 40-man spots of their own open in order to draft someone, which lessens the chance that anybody gets drafted.
It does seem like the most likely guys to get taken are Jared Burton types, who can be hidden in a team’s bullpen/disabled list for a year.

yeah
There are some people out there who don’t think the Reds will add more than two players to the roster before Rule 5 – because they’re going to have to leave spots for free agents, and maybe for a Rule 5 pick they make.
It’s a low-risk, possibly high-reward transaction for the team making the pick. The amount of money is peanuts for a big league team, and if the guy turns out to be the next Josh Hamilton, the return on investment is huge. If the guy doesn’t stick, you send him back and get a (partial) refund.
For the team losing the player, it can really suck. Sure, most Rule 5 picks don’t stick, but that doesn’t mean you’ll get them back. He still has to pass through waivers, meaning every other team gets a shot at him. Including teams like the Pirates who may not care if he’s not ready for prime time yet.

I think one surprise name we might see protected is Scott Carroll
3rd round pick in 2007, with two solid seasons at AA under his belt. Age is a bit of a concern as far as him being a prospect, but I think he’s a guy who might take a Jordan Smith kind of trajectory, and a guy that another organization might see as a Rule 5 candidate.
