I doubt you count take Affeldt out just yet.
Please don't consider me a proponent of Jeremy Affeldt as a starter but I think his groundball-to-flyball numbers have been pretty good (I think..I checked them after his last outing) and I'm sure that he might have some sort of edge as he is the only lefthanded contender for a starting job.

The lefty thing
The NL Central is ridiculously Righty heavy in terms of bats. I was looking through the rosters, and I found exactly 2 lefty bats in the division, Fielder and Berkman, that scare me. Braun, Hardy, Hart, Weeks, Soriano, Aramis, D.Lee, C.Lee, Pence, Tejada, Bay, Pujols, and Glaus are all Right Handers.
Of course, I don't expect that Dusty will figure this out.

I realize there's history there
But what is there to rip Leatherpants about recently?
He stole a top prospect from the Mets for a 4th OF and a defense-only catcher who doesn't play defense anymore who are owed $5mil each.
He made a zero-risk, high reward move by trading for a troubled but ridiculously talented player, and gave up virtually nothing.
They had a fantastic draft, and signed every one of their picks.
He got Clippard from the Yankees for a marginal RP prospect.
The only bad move the guy has made in the last 2 years was signing Meathook to an extension instead of trading him at the deadline last year.
I wasn't the world's biggest fan of Leatherpants when he was here, but with him and Kasten, the Nationals really look to be a franchise on the way up. They've upgraded the talent on their Major League roster significantly, and have taken their farm system from the undisputed worst in baseball to the middle of the pack in one year. They have a franchise cornerstone player, the best manager in baseball, and tons of talent in the organization. What's not to like?

Again, it's early so ratings can change quickly, but here's how the starters in competition for the rotation -- Aaron Harang and Bronson Arroyo are off the board -- have looked:Past performance will be a factor in who makes it, of course. No one but Maloney has pitched their way out of the race. It will be interesting from here on out. Affeldt is going to make the team but he could be shifted to the bullpen. Same goes for Volquez.

Rotation
I think the way Cueto's been pitching, Belisle's grasp on a spot has gotten more tenuous over the past few weeks.
Essentially, I think you're looking at 5 guys for 3 spots, and this is the approximate pecking order at this point:
Belisle
Cueto
Fogg
Bailey
Volquez
I think they'd be more inclined to put Volquez in the bullpen than the other young guys, while Bailey or Cueto would go to Louisville if they don't make the rotation.
I really expect that Belisle and Fogg end up with 2 of the 3 slots, with one young guy determined by the rest of Spring Training. But, I expect one of the two vets to falter or get injured, opening the door for one of the young guys by the end of April.
Either way, it's better than wondering if Paul Wilson will make it back from surgery in time or whether Jimmy Anderson can suck less than he did in Pittsburgh.
